Type E and F plugs are both grounded. Type E plugs have a socket to accept a ground pin, protruding from the wall outlet, Type F plugs have 2 grounding clips top and bottom that connect with corresponding contacts in the outlet. Dedicated type E plugs will physically fit type F outlets but no ground connection will be made, which can be unsafe if the appliance being connected requires grounding. Dedicated type F plugs will not fit type E outlets as they lack a hole to accommodate the protruding ground pin. Most modern plugs and travel adapters have both the type F clips and type E hole for grounding in either outlet, making them truly C/E/F compatible.

Yes, many type C/E/F adapters have integral USB, USB-C and sometimes PD ports. There are also dedicated type C/E/F USB charging hubs that have muliple ports, support QC 3.0 and 100 W+ PD ports can be found on some of the high end GaN models.

Most universal adapters are ungrounded and do not have type E or F plugs (just type C). Grounded universal adapters are available if required and these do have a type E/F plug, but they are less common.
